10        Key qualifications (relevant to the activity):

Mr. Tirsu Mihai, since 2004 till 2010 was a head of the department. During 2010/2014 he was in position of Deputy Director of IPE of ASM. Now he is the Director of Institute of power engineering of Academy of Sciences of Moldova. He is expert in the field of power equipment, energy efficiency, production and distribution of electrical energy, testing of high voltage equipment, conversion of renewable energy sources, power electronics, and means for control and management of power flows.

Mr.Tirsu is authorized energy auditor and is specialist in design and elaboration of technical documentation for energy efficient objects.

In recent years Mr. Tirsu participated in various working groups within the Ministry of economy in developing various policy documents in the field of energy, including national plan for efficiency and renewable energy (PNAERS).

Actually Mr. Tirsu Mihai is the manager of Projects: “Development of the means, technical and technological solutions for an effective utilisation of traditional and renewable power resources for successful functioning of a power complex” and “Arc welding installation”.

During period 2010-2011 Mr.Tirsu was a manager of project: “Conversion of solar energy in electricity by means of PV cells”. 

From January, 2006 till December, 2008 he worked as a project manager for researches on efficiency estimations of renewed sources energy use in the south of Moldova. He carried out different energy projects such as specific wind installation adapted for climatic conditions of Republic Moldova, complex systems of renewed sources energy use, high efficiency devices of energy conversion.

Mr. Mihai Tirsu working more than 20 years in the energy sector. During this period he worked with the Institute of Power Engineering of Academy of Sciences of Moldova and the last 10 years was team leader dealing with elaboration of measures directed to strengthening  and development of energy system, modelling of power system operation regimes, developing future scenarios, analysis of power plant development both traditional and renewable, elaboration of recommendations for  balancing the energy system in case of increasing intermittent generation sources (renewable), elaboration of optimal scenario to join ENTSO-E, developing innovative equipment for directing the flow of power in transmission network.

Besides, all mentioned above activities, Mr.Tirsu is close involved as local expert in different international projects like MoSEFF (“Moldavian Sustainable Energy Financing Facility” implemented by BERD), UNDP (national GHG inventory), TA-SPSP (Technical Assistance Support Policy Support Program).
