“Energy Policy Analysis and Strategic Planning in Moldova”

The Ministry of Economy, in collaboration with the U.S.Agency for International Development (USAID) and the Academy of Sciences of Moldova/ Institute of Power Engineering (ASM/IPE), organised a Workshop “Energy Policy Analysis and Strategic Planning in Moldova” to review the results of an initial energy policy analysis examining the implications of the renewable energy and energy efficiency policies related to Moldova’s participation in the Energy Community.

The Workshop took place on March 2, 2012 at the Leogrand Hotel and Convention Center (Nistru Hall), Chisinau.The draft Workshop agenda is attached.

This event presented a presentation of the preliminary results for Moldova from Phase I of the USAID/Hellenic Aid - sponsored Regional Energy Strategic Planning Project (“SYNENERGY”).The work has been carried out in collaboration with the Ministry of Economy, ASM/IPE, the Centre for Renewable Energy Sources (CRES, on behalf of Hellenic Aid) and the International Resources Group (IRG Ltd, as USAID contractor).

The analysis was undertaken using the MARKAL/TIMES economic optimization model, exploring future energy cost and investment requirements for: (1) a “business as usual” Reference case; (2) an accelerated energy efficiency scenario; (3) a renewable energy investment program; (4) a combination of energy efficiency and renewable energy policies.The results assess the impact on energy system costs, imports, power plant additions, demand side investment requirement and carbon emissions for Moldova over the next twenty years.

Following the presentation there was an open discussion of the current analysis work, the process for improving MARKAL-Moldova, and priority policy issues that will shape the evolution of the Moldovan energy system in the future.
